Ashok Chavan failed to lodge election expenses as per law: EC

News4u-News Desk- The Election Commission on Sunday slapped a show cause notice on him for failing to lodge his election expenses as per law in a paid news case and asked him why he should not be disqualified.

Setting a 20-day deadline to respond to the notice, the Commission said he has “failed to lodge his account of election expenses in the manner required by the (Representation of the People) Act and rules.”

The EC, on the directions of the Supreme Court, had issued a notice to Chavan in May last to appear before it in connection with the case of alleged expenses made by him during the 2009 Maharashtra assembly polls which were categorised as “paid news”.

If Chavan is disqualified by the EC, it may have an impact on his Lok Sabha membership also though the issue relates to his contesting the assembly polls.

The EC order said a candidate who is declared disqualified by the Commission under Section 10 of the RP Act “incurs disqualification for contesting further elections to any House of Parliament or State Legislature for a period of three years, “and also for continuing as member of any such House if he is already a sitting member from the date of the order of the Election Commission and not from the date on which he contested the election or was elected at such election.”

“Therefore, the resignation of the respondent from the membership of the Maharashtra Legislative Assembly on 22nd May, 2014, has no effect or impact on the continuance of the present proceedings before the Commission and the proceedings shall continue unabated until logical conclusion thereof,” Paragraph 70 of the EC order said.

The full bench of the EC comprising Chief Election Commissioner (CEC) V S Sampath and Election Commissioners H S Brahma and S N A Zaidi issued the 104-page order.

It had reserved its decision on the issue on June 19.

When contacted, Chavan said he will respond to the notice after examining it.

Army on stand-by in Assam’s Baksa district

News4u-News Desk- The Army has been kept on stand-by as tension mounted in Assam’s Baksa district where bodies of three more persons kidnapped by suspected NDFB (S) militants were retrieved from Beki River on Sunday.

The police fired in the air to disperse a mob holding a protest against the kidnapping in violation of indefinite curfew which has been clamped in Salbari sub-division and Anand Bazar area.

Baksa Deputy Commissioner Vinod Seshan said, “We have recovered three more bodies this morning from Beki river. We do not know the type of injuries these bodies bore. The details will be known after investigation.”

Bodies of all the four who were kidnapped on Friday night by suspected NDFB (Songbijit) militants, including two teenaged boys, have now been found.

The first body, bearing a cut mark on the head, was recovered last evening from the river in Barpeta district.

The bodies recovered on Sunday have been identified.

The four were among seven lemon traders who had gone to Labdanguri market in Baksa district from the adjacent Barpeta district.

The family members and villagers in Barpeta district, from where the four hailed, have refused to conduct the last rites demanding that Chief Minister Tarun Gogoi visit the area to address their grievances.

The police fired in the air to disperse a mob protesting against the kidnap ignoring the curfew at Anand Bazar area, Seshan said, adding “police had to use force as the people violated the curfew and refused to leave the place.”

The state government last evening replaced the Baksa Superintendent of Police Nimbalkar Vaibhav Chandrakant and appointed 10th Assam Police Battalion commandant Mojibur Rahman in his place.

In May this year, 50 people were killed in Baksa and Kokrajhar in Bodoland Territorial Area Districts by suspected Bodoland Peoples Front-supported militants.

NIA and the state government are separately probing the incidents.

Daily train to Katra from today

News4u-News Desk- Railways will introduce from Monday a daily train service from here to Katra, the base camp for pilgrims visiting the Mata Vaishno Devi Shrine.

The AC superfast ‘Shri Shakti Express’ will depart from New Delhi station at 5:30 PM daily and arrive at Shri Mata Vaishno Devi Katra station at 5:10 AM the next day.

Similarly, in the return direction, it will depart from there at 10:55 PM daily and reach here at 10:45 AM the next day, a Northern Railway statement said.

Comprising one first AC, five AC two-tier and nine AC three-tier coaches, the train will have stoppages at Ambala Cantt, Ludhiana, Jalandhar Cantt, Pathankot Cantt, Jammu Tawi and Udhampur stations enroute in both directions.

Prime Minister Narendra Modi had on July 4 flagged off the first train from Katra while commissioning the 25-km-long Udhampur-Katra line, built at an estimated cost of Rs 1,132.75 crore.

At the function, the Prime Minister had named the train Shri Shakti Express and said such services are planned from major cities in the country. The shrine attacts about 10 million pilgrims annually.

Katra station is equipped with modern facilities, including tourist guide counter, cloak room, waiting hall, VIP lounge, escalators and lifts and parking spaces. The train connectivity to Katra is part of the ambitious Kashmir rail link project marking region’s rail connectivity with the rest of the country.

First dengue vaccine shows promise

News4u-Features Desk- A potential new dengue vaccine - the first to reach phase 3 clinical testing - has demonstrated that it provides 56 percent protection against the disease in Asian children, according to a new research.

Dengue is a mosquito-borne disease that infects around 390 million people each year, of whom about 96 million suffer from symptomatic infection, researchers said. WHO estimates that the global burden of dengue has risen 30-fold over the past 50 years, with over half of the world’s population at risk of the disease.

There is no licensed vaccine available to treat or prevent dengue fever, and efforts to develop one have been complicated by the fact that dengue is caused by four distinct dengue viruses, and a vaccine must target all four serotypes (DENV 14).

This phase 3 trial took place in dengue-endemic areas across five countries in Asia, a region that accounts for over 70 percent of the global dengue burden. The study involved 10,275 healthy children aged 2 to 14 years who were randomly assigned to receive three injections of the CYD-TDV vaccine (6851) or a placebo (3424) at 0, 6, and 12 months, and followed for up to 2 years.

The researchers recorded 250 dengue cases more than 28 days after the third injection - 117 in the vaccine group and 133 in the placebo group, demonstrating an overall protective efficacy of 56.5 percent.

The vaccine also showed 88.5 percent efficacy after 3 doses against severe disease (dengue haemorrhagic fever) which leads to hospitalisation for over half a million people (mostly children) every year, and 67 percent against dengue-associated hospitalisation.

Researchers found the vaccine gave low protection (35 percent) against DENV 2, but more than 75 percent protection against DENV 3 and 4, and 50 percent against DENV 1. The vaccine was generally well tolerated.

A total of 647 serious adverse events were reported, 402 (62 per cent) in the vaccine group and 245 (38 per cent) in the placebo group.

“Our results suggest that vaccination with CYD-TDV can reduce the incidence of symptomatic dengue infection by more than half and importantly reduced severe disease and hospitalisations,” said lead author Dr Maria Rosario Capeding from the Research Institute for Tropical Medicine in the Philippines.

“This candidate vaccine has the potential to have a significant impact on public health in view of the high disease burden in endemic countries,” Capeding said.

Inspired by Mumbai tiffin service, NDMC opens canteen by women

News4u-News Desk- In a step towards making unemployed women self-reliant, the New Delhi Municipal Council has launched a unit where they will be given training to prepare quality food products and then sell it through a tiffin service.

Announced in April this year, the project was implemented last week with setting up of a canteen, ‘Urja’, at Gole Market here. The concept has been based on the successful tiffin service in Mumbai, civic body officials said.

Under this project, women will be provided skill training after which they will be employed in a factory set up for production of eatables. “Initially, 30 women have been engaged for the pilot project.

For this, preference would be given to needy widows and under privileged women,” said NDMC chairperson Jalaj Shrivastava said.

Trained workers will prepare home cooked food for the tiffins with the menu of dal, rice, vegetables and chappatis at a minimum cost of Rs 40 per tiffin on a regular working day basis.

High standard of hygienic, nutritional value, and lower price are the key highlights of this tiffin system, Shrivastava said. Initially the initiative has been started for the NDMC staff and after its success it will be extended to staff of nearby offices.

“NDMC has provided them skill training after which they will be in a job in the canteen set-up for manufacturing of eatables and other goods of everyday consumption.

We have also roped in Delhi Institute of Hotel Management & Catering Technology, Lajpat Nagar to equip the women with improved cooking skills,” the chairperson said. The civic agency has set-up this infrastructure with capital amount of Rs 10 lakh and has started mounting equipments and machineries for wrapping and packaging. The kitchen is under strict monitoring for hygienic level and nutritional value of the food cooked every day.

The women are also manufacturing the products of daily needs such as papad, pickles, ‘masala’ etc, Shrivastava said. Mumbai’s famed dabbawala network of delivering nearly two lakh tiffin boxes to offices every day also involves supply of home cooked meals by women entrepreneurs working from home.

VHP leader Giriraj Kishore passes away at 94

News4u-News Desk- Senior Vishwa Hindu Parishad leader Giriraj Kishore, who was actively associated with the Ram temple agitation, died here this evening following prolonged illness. He was 94.

“He was ailing for some time now. He died peacefully at the VHP headquarters in R K Puram at 9.15 pm,” VHP Delhi unit spokesperson Vinod Bansal said.

Wheelchair-bound Giriraj was suffering from prostrate cancer for some years, senior VHP functionary Rajinder Pankaj said.

Like on other days, Giriraj got up at 3 AM today and was given a bath, he said, adding his condition deteriorated during the day.

He joined the VHP in 1983 during the first Bharat Mata Yatra.

He later served as the senior vice president of the VHP International wing and was now serving on the advisory board of the organisation.

Born on 4th February 1920 in Etah district of Uttar Pradesh, Giriraj who was a school teacher in Morena, for taking an active role in the Ram Janmabhoomi agitation.

Giriraj had joined the RSS at an early age and was one of its seniormost ‘pracharaks’.

A post-graduate in Hindi, Political Science and History, Giriraj was sent to the VHP by the Sangh.

A bachelor, Giriraj Kishore, was wheelchair-bound for the last several years. He had recently pledged to donate his body for social cause.

At the helm of the Ram temple movement, Giriraj had declared that “no power on earth, including the judiciary, can stop the construction of a Ram temple”.

As Giriraj had pledged to donate his body for social cause, VHP was deciding on as to how to about his last rites.

Tihar sets up restaurant, inmates to cook and serve food

News4u-News Desk- Delhi’s Tihar Jail has set up a restaurant where its inmates trained in hotel management will cook and serve food.

The air-conditioned restaurant on Jail Road is operational but is yet to be launched on full-scale.

“Our aim is to serve quality food at reasonable rates. Several inmates of Tihar’s semi-open prison have undergone hotel management training a month ago under a Ministry of Tourism initiative and now they’ll be trying their hands on it professionally,” Tihar Jail PRO Sunil Gupta told PTI.

Prisoners who have a track record of good conduct, not accused of heinous crime and are physically and mentally fit are selected for semi-open prison (SOP).

To be eligible for SOP, an inmate’s jail term should not be above 12 years.

Gupta said the restaurant has so far received good response and the people are excited about the kind of food that will be served here.

The restaurant, which has a seating capacity of 50 persons, is open from 10:00 AM to 10:00 PM.

It will also deliver food in areas falling within a radius of one km.

Around 10 of the 45-50 inmates who underwent training in house keeping, cooking and hotel management are at present working at the restaurant.

More workers will be brought in if the workload increases, Gupta said. Gupta said earnings of the restaurant will be used in welfare programmes for the jail inmates.

FIFA WC 2014: Germany beat Argentina 1-0 in the final

News4u-Sports Desk- Germany’s Mario Götze kicks in second half of extra time to win 1-0 against Argentina in final of the FIFA World Cup 2014.

Germany is the first side from Europe to win a World Cup in the Americas, determined that a golden generation will finally get its reward after a string of near-misses.

Messi was declared as the Player of the tournament and awarded GoldenBall.

Germany won their fourth World Cup after a 24-year wait. Incidentally, this is the first World Cup for unified Germany, the previous three having been won by West Germany in 1954, 1974 and 1990.

Lionel Messi, arguably the best player on the planet, was denied a fairytale end to his third World Cup campaign and a chance to match the heroics of countryman Diego Maradona.

Argentina in 1986, had gone home from Mexico with the World Cup and the legend of Maradona’s hand of god. On Sunday evening they went back just with the aching pain of letting the Cup slip away from their grasp and the tragic tale of Higuain’s feet of clay.

Messi also missed an early second-half chance, shooting wide from a tight angle. Messi broke free on the left side and tried to go for the far post but the ball rolled wide of the Germany goalkeeper Manuel Neuer and his net.

It was even stevens in the first half as both Argentina and Germany had their moments with the balance slightly tilted in favour of the South Americans.

That’s perhaps because Alejandro Sabella’s outfit had more shots at goal as compared to their famed opponents from Europe.

They made inroads into the German half intermittently and kept the back four, led by skipper Phillip Lahm, busy with their typical latin American enterprise.

The only thing that Argentina lacked on the big day was finishing. Leaving aside Gonzalo Higuain’s successful tap-in that was ruled off-side, the Albiceleste could have gone ahead at least on two occasions if not more.

In the 22nd minute, what appeared to be a routine clearance was back headed on the path of Higuain by Tony Kross, but the Napoli frontman messed up as he failed to put Argentina in lead with only goalkeeper Mauel Neuer at his mercy.

Ezequiel Lavezzi was also blocked on the goal line from turning in a Messi cross. Few half attempts were taken care of by Neuer.

La Albiceleste showed enough speed and movement to trouble the German back four. Higuain, Messi and Lavezzi can all beat their markers for pace and they gave enough evidence of that, alas without success.

Meanwhile, in the first half added time, the Argentines had their hearts pounding when Benedikt Hoewedes’s header at the death thudded against the vertical.

Right after the break, Messi had a chance to join legends such as Maradona and Pele. Germany left space on the edge of the area for him to exploit and that he does, squeezing his way into the box before launching one on the wrong side of the far post.

A frustrated Sabella finally replaced Higuain in the 78th minute with Rodrigo Palacio on a night that could have been his on more than one occasion.

And then, a few minutes after Fernando Gago’s arrival, 36-year-old Miroslav Klose’s World Cup came to an end after the finals’ all-time highest scorer was substituted with Goetze, which eventually proved to be a masterstroke.

PM arrives in Berlin en route to Brazil to attend BRICS Summit

News4u-News Desk- Prime Minister Narendra Modi arrived in Berlin on Sunday for an overnight stopover on his way to Brazil for a summit meeting of the BRICS nations that will address regional crises and security threats to restore a climate of peace while advancing global economic stability.

Modi was received at the airport by Indian Ambassador to Germany Vijay Gokhale and senior officials from the German Foreign Ministry.

In a departure statement in New Delhi before leaving for Berlin en route Fortaleza in Brazil for his first multi-lateral engagement with global leaders, Modi said that India looks forward to the BRICS initiative for setting up the New Development Bank and Contingent Reserve Arrangement.

The BRICS Development Bank with a corpus of USD 100 million will fund projects in a number of countries and other developing countries.

India along with China are in contention for establishing its headquarters either in New Delhi or in Shanghai.

Modi is visiting Brazil at the invitation of Brazilian President Dilma Rousseff to attend the Sixth BRICS Summit being held in Fortaleza and Brasilia on 15-16 July. The Prime Minister noted that the meeting is taking place at a time of political turmoil, conflict and human crisis in several parts of the world.

There is also persisting weaknesses and unrest in the global economy.

Many emerging economies have experienced a slowdown which has increased the challenge of pursuing inclusive and economic development, he said.

“I look at the BRICS Summit as an opportunity to discuss with my BRICS partners how we can contribute to international efforts to address regional crises, address security threats and restore a climate of peace and stability in the world,” he said.

“I also look forward to our discussions to further advance intra-BRICS economic cooperation and our collective efforts to advance global economic stability and prosperity.

In particular, I look forward to the successful conclusion of major BRICS initiatives, like the New Development Bank and the Contingent Reserve Arrangement, which have seen significant progress since their launch in New Delhi in 2012,” he said.

The Prime Minister is accompanied by a high-level delegation that includes Minister of State for Finance Nirmala Sitharaman, National Security Adviser A K Doval, Foreign Secretary Sujatha Singh and Finance Secretary Arvind Mayaram.

Shakira, Santana and Samba light up WC closing ceremony

News4u-Sports Desk- The mournful cries of millions of Brazilians were drowned out in the high-decibel musical gala during the FIFA World Cup’s closing ceremony, which was graced by crowd pullers such as Shakira, guitar king Carlos Santana and also had a dash of samba Monday.

FIFA lined up six events that followed a series of lavish opening acts before the grand finale between Argentina and Germany at the iconic Maracana.

The events attempted to combine the cultural distinction of host nation Brazil with a nod to every country involved in the sporting extravaganza.

Colombian star Shakira, Mexican guitarist Santana, Brazilian Grammy award singer Ivete Sangalo and a samba school led the musical entertainment.

Around 1,000 people were involved to celebrate the greatest values of the planet’s most popular sport as the tournament closed in on its climax.

The 18-minute show inside the stadium was designed to pay tribute to the beautiful game and its ‘key symbols’.

Kicking off with an expression of the sport’s values through four characters Freedom, Solidarity, Passion and Diversity the ceremony subsequently included representations of all 32 teams to have participated at this World Cup, with particular focus on the two finalists: Joachim Low’s Germany and Alejandro Sabella’s Argentina.

Set to a soundtrack of samba music, incorporating a cast of 400 people and featuring GRES Academicos do Grande Rio, a special reference to the World Cup trophy took centrestage, while a unique tribute to the game symbolically brought together the two sides battling to be crowned winners of football world.

Shakira captivated the audience with her trademark ‘la la la’ song.

The ceremony concluded with a spectacular combination of music: Shakira and Carlinhos Brown performing ‘Dare’; Alexandre Pires, Santana and Wyclef Jean providing a rendition of the World Cup official anthem - ‘We Will Find A Way’.

Last but not the least, a medley of Brazilian songs was performed by Pires and Sangalo.
